What are United Way's overhead and administrative costs?
United Way Worldwide is the leadership and support organization for a network of local United Ways engaged in nearly 1,800 communities across more than 40 countries and territories worldwide. Our work is supported by the 1% membership fee paid by local United Ways. Local donors support work in their communities through local United Ways. Local United Ways are independent organizations: separately incorporated nonprofits with their own CEOs and Boards of Directors.
Overhead rates vary at local United Ways. The U.S United Way network’s administration/overhead rate of 13.8% is very competitive with the nation's top 100 nonprofits. It's well below industry standards and recommendations (like the Better Business Bureau Wise Giving Alliance at 35% and the Office of Personnel Management/OPM at 25%). United Way helps hundreds of other nonprofits maintain low overhead rates, too.

I feel pressured to give at my workplace.
Giving should always be a personal matter and decision, free from coercion.
We don't want campaigns using undue pressure in any way, shape or form. That's not who we are, and it's in direct conflict with our operating standards. That's why we conduct training programs for fundraisers. We emphasize the use of information and education, not pressure tactics. We recommend that workplace fundraising be led by peers, not managers. And we discourage the practice of setting 100 percent participation as a campaign fundraising goal.
United Way's Board of Directors has made this official by adopting the following policy statement: The Board of Governors of United Way ... believes that the most responsive contributors are those who have the opportunity to become informed and involved. A well-planned campaign with an effective communications program, conducted by committed volunteers, will ensure responsive contributors. While we have always been unalterably opposed to coercion, we do recognize a responsibility to state our beliefs formally, as freedom of choice is a basic tenet of our democratic society.

Does United Way support Planned Parenthood?
United Way Worldwide, the leadership and support organization for the network of local United Ways, does not provide financial support to Planned Parenthood.
All funding decisions by local United Ways are made by individual United Ways based on an assessment of local needs. United Way Worldwide does not dictate funding decisions to local United Ways. Out of nearly 1,200 local United Ways in the United States, only a small number (less than 6 percent) provide support to Planned Parenthood. The amount of financial support represents less than one tenth of one percent of total United Way revenue. In many of these instances, funding for Planned Parenthood is the result of specific requests from individual donors.
No United Way funds are currently used, or have ever been used to support abortion services. Several local United Way partners provide professional family and individual counseling services, which include professional counseling on pregnancy-related problems.
Local United Way-funded Planned Parenthood programs focus on community health maintenance (e.g. communicable disease prevention; medical care service; family planning; health education; public awareness services; and family preservation) and strengthening services like counseling and family life education.
What is the total compensation of president and CEO Brian A. Gallagher?
Brian Gallagher’s total compensation in 2016 was $1,223,823. This includes $547,855 in base compensation, $162,000 in bonus and incentive compensation (approved by the Executive Compensation Committee and Board of Trustees based on his successful performance of specific objectives), $105,336 in other reportable compensation, and $390,276 in health insurance and retirement benefits. Mr. Gallagher has donated to United Way throughout his 35+ year career at the charity and is a member of the Tocqueville Society, the honor society of the organization’s most dedicated donors.
Aren’t the salaries listed for Mr. Gallagher and others high for a charitable organization?
United Way salaries are comparable to other top charities and foundations in the United States, including members of the Leadership 18, a group of the country’s largest, most recognized public charities, as well as U.S. based charities with worldwide missions and scope of activities and certain private foundations with philanthropic missions similar to UWW. United Way is one of the world’s largest privately-funded charitable organization, with nearly 1,800 locally-based United Ways in more than 40 countries and territories. United Way raises in excess of $4 billion annually around the world.
How are salaries determined?
The Executive Compensation Committee of the Board of Trustees commissions an annual review by an independent consulting firm to evaluate UWW’s compensation against the competitive market. The evaluation is intended to ensure that the compensation program falls within a reasonable range of competitive practices for comparable positions among similarly situated organizations, specifically, the nation’s largest public charities (Leadership 18) and certain private foundations. Following the review, the Committee evaluates UWW’s overall competitiveness and the appropriateness of the overall program, and then makes recommendations to the full Board of Trustees on salary adjustments, annual incentive opportunities and performance goals and objectives for the upcoming year.
How do you choose which organizations are used to benchmark CEO compensation?
In 2016 United Way benchmarked itself against other large U.S. based charities that comprise the “Leadership 18,” a group of the largest and most recognized public charities in the United States, as well as other U.S. based charities with worldwide missions and scope of activities and certain private foundations with global philanthropic missions similar to UWW.
Why did Mr. Gallagher’s salary increase from 2015 to 2016 (from $532,028 to $547,855)?
In January 2016, based on Executive Compensation Committee assessment and recommendation and Board approval, Mr. Gallagher received a base salary adjustment to $547,855, an increase of approximately 3% which was in alignment with average base pay increases granted to all United Way Worldwide staff.
Why is Mr. Gallagher receiving $162,000 in incentive pay?
The organization strongly believes that pay should be tied to performance. A significant portion of Mr. Gallagher’s pay is tied to the achievement of organizational goals.
How is performance-based pay factored in, or is all of this pay guaranteed?
Performance-based pay is not guaranteed. UWW uses performance-based annual incentive compensation in order to place a significant portion of the senior executives’ pay at risk. The incentive plan measures such things as United Way network revenue, strategic growth, UWW outreach, and community impact. The Board of Trustees approves goals for the entire network on an annual basis and measures achievement against those goals at the end of each year. Incentive pay is based upon both individual and organizational performance.
